Well what a nice job from the "pro noise" group having Doc Turner write his little commentary & close by saying since we are not subjected to continuous 95dB for 4 hours we're not exceeding OSHA limits & don't need a rule change. What a TOTAL cherry picking of facts. The whole point is to get down to under 95dB so as to not damage your hearing over 3 days of racing. How someone cannot classify that as "continuous exposure" is a joke in itself. Let's look at the OSHA noise level limits-

Now look a little further down the chart, as the dB goes up a little the exposure times drop off dramatically. Once you are over 100 exposure time is nil, OSHA even requires hearing protection for continuous exposures over 85dB. A single unmuffled G23 will easily produce over 105 dB. I have metered a 60 mono using those "cheater muffler cones" at over 115dB & unmuffled twins are even worse. I have personally done extensive hands on TESTING with dB meters, not basing things on theories & such. We have found less than a dB change difference from running in "lane #1" to "cutting the weeds" along the shoreline so don't tell me you can't accurately measure, that's pure B.S!!
It's time to cut the crap & level the field. Set the limit & be done with it. How you get there is up to you.
