I need a clarification on how the bolt the outboard motor mount on a tunnel.

Basically you have to options: pivot point up or down. The other point where the engine is bolted on has a sort of slot to give the outboard engine the required positive or negative trim.

So which one is up or down???

Do you mean the plate with slots? And either having it as it came from factory or removing hinge pin and rotating this plate 180deg?
 
Ron,

Angle adjustment down like an OS. That way you can adjust the engine angle without having to adjust the steering rod length.
 
Don't matter Ron...pick one...

the boat will let you know how high to set the motor and what angle it likes....
