How far below the transom should the rudder be?

I have been spending the whole day getting back to boating. While I have sold most of my stuff to pay bills I still have a coupel of hulls quietly waiting in the attic for me to get back to it. Anyway, I have a nice 22" offshore hull I am looking to put in the pond next weekend and am trying to figure a good mount location on the transom. I have a Fine's post mount rudder but the question is how far into the water below the transom should the blade sit??

Nobody with more experience than me is jumping on this one so I will.

The off-the-cuff answer is "far enough", but let me clarify. I start with a full rudder and begin trimming it a little at a time.

Most of my boats now have rudders with about a third clipped off, usually about a quarter inch below the water intake.

They all still turn fine.
