Tim, that is an os in-flight needle in a base i don't recognize. the needle is a standard os item, many people make bases for them. back the actual needle out a bunch, close the black section all the way (make sure the needle is not hitting, holding it open), then open the black part 1/2 turn. this is the basic setup, from here you adjust the actual needle as you would any in carb or remote manual needle - WITHOUT MOVING THE BLACK BASE! the arm may be rotated/clocked to the proper position by removing the c-clip, lifting it up & reinstalling it in the position that works in your setup.
