All,

Perhaps the answer to this question is in r/c engines 101 but I couldn't find the classroom...Is there a chemical solution for removing dried locktite on screws and inside the holes?

Acetone or Xylene will work fine. Both are avaiable on the cheap at wallyworld or your local hardware store.
 
I use a wire wheel on a dremel or on a bench grinder to clean up screws/bolts. Cant say that i have ever tried to get the stuff out of holes though....good question.
