As it turns out, that is a collar on the shaft. It doesn't show up in the K&B parts drawings but was there anyhow. Heated the assembly in the oven to 320 degrees. Placed the assembly between two pieces of wood and took a punch and tapped in the middle from the underside and it all came apart...
I am getting ready to replace the bearings in a K&B .21 outboard that I have had for a while. Should be no issue with the motor bearings but I have never tackled the pto bearings before. It actually looks like there is a collar on the the bottom of the shaft.
Any ideas?
Resurrecting this old thread since this describes the issue I have been having with my MVD this summer. I have had this boat for a number of years now and it's always been a reliable performer until this summer. She now runs great for a couple of laps and then sags pretty badly.

Thanks for the comments. No fuel in the wood. Very well sealed under epoxy. No leaks from other fittings/seams. End of the pipe is a good inch or two above the area with the tape. Will try the sandpaper and different tape.
