Just a note to thank all those folks who were kind enough to offer suggestions/advice regarding the problems I was having with my outrigger. I'm happy to report that by implementing a few of your suggestions, my hydro now planes without issues. I Turned the strut around (can't believe I never noticed that myself...duh!), I increased the gap between drive dog and strut to 1/4" and richened the mixture by 1 turn.

Thank you also to the folks providing this forum, as it is invaluable to newcomers to the hobby such as myself.
 
If it is round cable you can cut a piece off with Dremal and cutoff wheel and make sure you clean and lube cable after your day at the pond. Lithiumgrease or install shaft oiler.
