OPS .21 Carb question

I've noticed on my .21 OPS carb that the barrell is not as wide as the diameter of the body. When I openit up all the way it's like looking at a dime stacked on top of a nickel, there's still extra rim that looks like it needs to be drilled out.

Is this normal or a poorly manufactured/designed OPS carb?

What should I do?
 
I've seen the same thing on os carbs. It could be that it's the same body they use on a bigger engine and they use a smaller hole so the engine will run well. The steel that was used on the os carb was hard as heck and a pain to drill out.
