Need help!

I'm running a hydro w a etti hv esc and a neu 1527 1.5y motor octura 450 prop on 10 cell and the boat revs out w no load but when I put it in the water for the first time today it can't Rev up.... If I hold the prop out of the water then pull full throttle and hold it, then drop the boat into the water it'll take off like a rocket and hold speed until I let off the throttle. Once that happens it can't Rev out again when the throttle is pulled again. I have tried changing the low voltage cut off from the 10 cell setting to disabled. I have tried changing the timing of the motor. I have tried changing the pwm settings. On the telemetry there is no large voltage spikes. Nothing seems to work. The batteries are brand new. Any ideas fellas? My set up is pictured

Is there a "start power" function? Seems odd as that motor should be operating in a sweet spot with 10S and only a 450 prop.

It does but I didn't change that. It just has low and high. Which do you think it should be on?

you said you already tried adjusting the timing correct? I would set at 15Deg.
Try increasing the start power from low to high.
Set the frequency at 8kHz.
