Is it possible to remove a cell from a 4S pack ? I have two packs that each has one weak cell and would like to get one good pack out of two bad ones

Don't do it, throw the cells and buy a new packs.

Yes it is possible, but it is tricky and dangerous. Unless these are very high quality cells I am with Steven, I would dispose of them.

Several times I made 3s from 4s and 2s from 3S, and use them for starter or play boat. It is easy to bypass not working cell and rearrange balance plug. Just be careful to avoid shortage. Boris

Absolutely NOT worth the risk. Fully discharge the packs, soak in salt water for 7-10 days then discard in trash.

Or take them to Batteries Plus and they will dispose of them for you.
