Just for grins, I tried it too, No New Topic button for me either, and I am runnin IE, that is strange????
All I have is Pages 1,2 Go down and Mark as Read, Just on this forum all the others are ok.

That is exactly what I see as well. It is not a Netscape flaw. It is the same in IE or Netscape. Also please note the color of the little square on the main forum listing page.
