when building a smaller boat for a brushed motor, say speed 400 or something.

will balsa work? or should I go for plywood instead?

Balsa will work fine. It is strong and very light. I have built a couple of boats with a balsa and foam combination. If you build the boat out of ply it will be more resistant to nicks. To make the balse boat more durable against nicks you may want to consider covering it with a light fiberglass cloth.
