Maybe your prop is too big??? What is the water temperature?? That ice cold water could really help put the fire out quick too especially if its overpropped.
Use a thinner washer. You could put one behind the flywheel instead of behind the coupler too. One other problem I've seen in cars is the split tapered collet seats too far inside the flywheel, and then the flywheel contacts the bearing before it fully compresses the collet.
