What are the screws at the exit end for?

so I'm looking at the same pipe in other adds this one is a newer model? or an older model not sure what is the screws and the stripe what can you tell me

I bought an engine from a gentleman on Ebay and dont need the pipe...I assume it's to change the stinger...the engine is a cmb valvola, which is old. Pipe I believe is newer. I used to run the cmb muffled pipe back in the 90's and they didn't look like that...

So I opened it up...its a baffle. I bought the valvola and pipe from Switzerland on ebay... I can only assume that the pipe is "super quiet"...IDK...offers accepted.
