Who make the best charger for Lithium Ion batterys? Or maybe someone to advise me as to a smaller lighter battery pack that can supply about 12 to 15 volts at 5 amps discharge for about ten to 15 minutes.

The new Astroflight 109 Lithium charger is the best. Hard to find one though.
