Outboard throttle cable housing holder?

Anyone know who makes this? If it is unclear, I'm referring to the piece of plastic that you screw to your outboard that holds the throttle cable housing so that when you turn the outboard, it does not open or close your carb.

Is the cable holder considered "hardware" or do I have to run the stock one in the sport tunnel class? I want to change mine but not sure if I can do it since it might be considered a exterior mod like some oilers are. Anyone have any insight on this?
