Ther is no real "correct" ride height for a hydro.

I'm assuming you are talking about a sport hull, sport-40, sport-21, scale??

If this is the case, I'm assuming again, your actually asking what should the strut depth be.

If this is what your asking, the strut should be slightly deeper than the sponson depth @ the riding surface of the sponsons.

And yes, when a hydro is "on step" running at speed, only half of the prop is in the water.

If the boat willnot rotate over, and get the prop out of the water, the balance point may be too far aft (too much tail weight).

or the boat is just not coming up to speed
 
I think it would help to know what boat he's working on. If it's a Pro Boat, they are so tail heavy it's hard to get them balanced properly
