Dunlap 27 Outside tunnel strake

Hi , I've almost completed construction on my D 27 and was wondering if anyone has any info on the outside strake which is attached to the bottom sheeting. Can this be shortened as it appears in Jerry's construction article? What is the function of this part? Is it necessary for competition? Thanks for any replies -----Don
