tunnel hulls

The length rules for tunnel hulls all say: Up To 27 for "N" , up to 34 for "P", up to 40 for "Q", up to 50 for "S", and up to 60 for "T". Does this mean 1 to 27 for "N", 1 to 34 for "P", and so on or 1 to 27 for "N", 27 to 34 for"P" and so on. What i am getting at is, Can you legally have a 34...
