For wood boats that are sealed inside and out with West epoxy do you sand the epoxy off the outside before you prime and paint or just scuff it up and paint?

I picked up some Orange Krylon rattle can paint for one of my boats along with some Spraymax 2k Clear but I noticed that Krylon also sells cans of glitter paint. Does anyone sell the .21 tapered rudder blade only? My bud folded one over in his 66mph 33" mono and he can't find a blade only. I was sure someonw sold just the blades but I could be wrong.

Is there any reason why Speedmaster puts the water inlet on their rudders on the left side of the rudder instead of the right? I notice that when I turn right with my hydro's that there is little to no output. I figure there has to be a reason.
