boat is zipp 12 rigger motor is mod aq 18 pipes are one or glens 12 pipes and one of joes made in china pipes

Does the size of a pipe have anything to do with the amount of pressure it puts in the fuel tank? I have a long no fuel short pipe to much fuel. please help
