So I was looking at R/C Racing Events and noticed some gas classes that caught my attention. I noticed that there is a 23-30 size gas class for all the style hulls. I thought it was LSG 27 or LSG 30. Are they combining the two sizes into one.

Correct. The original gas engines were 23's but most are now 27-29+. So we use a range to sweep most of them into a single class.
