How snug should the piston be at the top of the bore ?? It's a 1988 #5101 11cc outboard.
 
You didn't mention if it's a new or used piston/sleeve. On a used p/s, if you can push the piston to the top of the sleeve it's probably worn out. If it's a new p/s and seems like a tight fit, that's o.k. Just break it in with a few runs at a rich needle-valve setting. Be sure not to over rev the engine before getting it on the water. I've seen a few 11/13cc K&B OBs go KBOOM when first being started.

It's slightly used it has less than 8oz thru it. The piston will push in to about 1/8" from the top. This is with the sleve out of the block.
 
Good advice there from Jerry. If the motor is too lean at start up and it over revs it can be short day at the lake! That happened to me with an older 11cc K&B.
