If the paint isnt cracked up, you should be fine with a good sanding (400 grit) and sealing prior to paint. I would personally try to get most of the clear off since its turming, but in my opinion dont think its necessary to strip it.

It's my understanding that the Leecraft is a great boat, do they look better in person? I think the flat top is what throws it off for me, I’m assuming it has benefits for handling aero since it’s not the normal type cowl.
