Question about a NS 370

This was a WOF kit I bought several years ago from a member. I have been away from RC boats for about four years and I am just now getting around to finishing it. I am not 100% sure where these go. If they go Where I think they go then I don't understand The purpose of them.Do they go on the top or bottom?
And will it affect the performance
If I leave them off?

Some people swear by them and some think that they have no value what so ever...it depends on who you ask as to what answer you will get. This subject and the ASP's (Anti Spin Pads) brings out the fight in some racers. They seem to be trigger subjects for some reason.
