As I noted on the Dock, the AMA got an exemption for ALL model engines from this rule. EPA is now aware of our use of these small engines, airplane, boats, and cars, and it seems that they will continue to exempt us from these onerous regulations.
This actually started several years ago with a Notice Of Proposed Rule Making. The AMA took the lead in getting the EPA to change the wording.

No, it is not. Luckily it is now a non-issue
