I was able to open the dxf in Rhino 3d. If it opens in Rhino, I can laser cut it. I don't see any problems this end.

Thanks again Larry, you've been very helpful, very much appreciated. Looks like the rod I have is around the right length. So it now looks like I can only drop the liner 0.5mm before the bottom of the piston opens up the exh port. A longer rod will only make that worse. Thanks Charles I will do...
