Not sure what a "clown scoop plug" is but for cowl plugs etc. I use some fine fiberglass (1-2oz) and west epoxy to start...

Ray,
Are you making the "Clown Mouth" scoop or the snorkel ??? Like Terry said use some 1.5 oz. fiberglass and West Systems. I use light glass and West on my cowl plugs over pink or blue insulation foam all the time.
